Problemi
Le problematiche emerse riguardo questo argomento sono sia di natura politica che tecnica.
Politicamente parlando. Il BDT è un test sperimentale, e quindi: si va in cantiere, si segue la procedura per fare test e si calcola il risultato (n50). Il risultato è la cruda prestazione dell'involucro in termini di tenuta all'aria. E' un dato puro che valuta strettamente le prestazioni dell'involucro. Questo dovrebbe rispettare i limiti stabiliti dal decreto nel caso si costruisse in classe A+. Uno dei problemi è quello di gestire la certificazione nel caso di eccedenza del limite. La Certificazione energetica di progetto infatti è già stata fatta quando effettuo il test, sono stati magari concessi dei bonus volumetrici per la costruzione e, nel caso il test di tenuta all'aria non dovesse rientrare nei limiti, questa dovrebbe essere rivalutata per controllare se questa rimane in classe. La certificazione energetica viene calcolata considerando l'energia primaria (cioè l'energia globale che considera anche l'efficienza degli impianti) dell'intero edificio. Essendo il BDT una valutazione sull'involucro risulterebbe particolarmente complesso misurarne l'inefficienza in energia primaria. Dovremmo in questo caso infatti considerare che gli impianti debbano lavorare di più per mantenere le condizioni di comfort interno influenzate da infiltrazioni indesiderate. In questo caso infatti si rischia, a parità di infiltrazioni, di penalizzare maggiormente nel caso ci siano impianti ad altissima efficienza piuttosto che bassa (vedi allegato della ricerca "Rendimenti teorici VS APE"). Di fatto però non sarebbe corretto chiamare in causa l'impiantistica, dal momento che si valuta efficienza del sistema passivo e non quello attivo. In altre, e personali parole: "pago" innanzitutto ciò che in più esce dal mio involucro, quindi la valutazione va fatta su questa grandezza. Di fatto il sistema CasaClima adotta due tipi di certificazione: una per l'involucro e una per fabbisogno di energia globale. L'idea ottimale infatti è si quella di costruire un buon involucro per poi dimensionare l'impiantistica di conseguenza ma, nel caso il primo non dovesse essere ottimale, la valutazione dovrebbe essere circoscritta solamente al problema rilevato. Rimangono poi aperte altre problematiche, come quella che in alcuni regolamenti della provincia rendono obbligatori i due fori di ventilazione in cucine che non prevedono l'impianto a gas, questo va ad inficiare i risultati del test e il rispetto della norma (metodo A e/o B). Rimane nell'ombra l'importanza del test di tenuta all'aria all'interno del certificato energetico APE, dal momento che obbligatorio per la classe A+ dovrebbero essere riportati in modo chiaro sia i risultati che il nome del tecnico operante, a prescindere che si intenda dare penalizzazioni o meno. Dovrebbero essere riviste le linee guida emanate da Odatech e le responsabilità del certificatore energetico, dal momento che i tre sopralluoghi minimi in cantiere previsti per legge potrebbero non essere sufficienti per garantire una realizzazione davvero funzionale del costruito. |
ProblemsThe issues connected with this topic are technical and political (this is what concern Trentino, but it is mainly common in all parts of Italy).
Politically talking. The BDT is a sperimental test. Technician have to go to the construction site, install the machine and calculate the n50 parameter. The result is the pure performance of the building envelope in term of air thickness. This result should meet the limits established by the local law in case of new construction A+. One of the problems is how evaluate the energy certification in case this parameter is not respected. In Italy is used set a preliminary energetic certification before construction and then, when it has been completed, test should respond in the way to respect limits and stay within the range. In case this is not respected, it should be evaluate. The energy certification is calculated considering the primary energy of the whole building (so it is considering the efficiency of the building system, conform with the UNI 11300-2). Being that the BDT measures the efficiency of the envelope, but not systems, is not obvious and easy measure the infiltration in primary energy. In this case, in fact, we should consider that our heating/ventilation system (HVAC) and systems in general have to work more to maintenance the indoor environmental comfort influenced by the not-welcome infiltration registered by parameter n50. Penalize the system efficiency is not the best way because the risk is that: higher is the system efficiency, higher is the penalization (please, see the attachments "Rendimenti teorici VS APE"). Why should we penalize an active system instead of the passive system, this is the question. Personally I think that, quantify the exceed of n50 is like quantify what is going out through the envelope and it should be measured in thermal energy. The KlimaHaus protocol has two kind of certifications: one which certified the building envelope, one which certified the whole building energy efficiciency. The best idea is to build a good envelope and project the relative system, in case the envelope would not work as expected, the evaluation would be done only considering this last one. More problematic questions about the Province jurisdiction are still open. One example is that in some areas it requires to create two holes in kitchen for natural ventilation, even if you don't use any gas system. This is not in harmony with the procedure should be followed to complete a BDT. Even if the BDT limits were introduced in the local law for class A+, there is still no any relevant report about it in the energy certification, no any result of it or method used to verify the class. The guidelines from Odatech (official office for energy policy) should be revisited with detailed suggestion how to plan and built the air thickness layer, which are really the responsibilities of an energy planner/technician. Three visits on construction site are set at least to verify the plan is respected, but is not enough. |
Tecnicamente parlando.
I limiti imposti dal decreto provinciale sono gli stessi ormai comuni in letteratura e fanno riferimento al Passive Institute tedesco. La domanda sorta è stata: se la procedura per effettuare il test impone di simulare un vento che è circa 8 volte superiore a quella media stagionale locale, ha senso prendere per buono qualcosa di predefinito (sia da CasaClima o Passive Institute) o conviene interpretare i limiti/risultati sulla scala locale? Di principio dovrebbero essere interpretati. Ancor più sapendo che si potrebbero risparmiare risorse ridimensionando il problema alla nostra situazione locale, sapendo che su territorio provinciale i tecnici richiedono chiarezza (attraverso linee guida, formazione etc.), sapendo che tali problematiche influenzano negativamente la progettazione della classe A+ e di conseguenza disincentiva la progettazione ad alta efficienza che si vorrebbe diffondere. In questo caso la difficoltà principale è quella di riuscire, partendo dal risultato n50 del test in cantiere, a scalare e dimensionare tal risultato a condizioni reali. Trovare quindi la relazione che, a partire dal n50, ci si possa ricondurre ad una stima reale locale in funzione della ventosità media. Occorre anche fare una raccolta dati dei test effettuati e delle tecniche di progettazione messe in opera per poter documentarne e valutarne l'efficacia, creare delle linee guida che indirizzino su come progettare lo strato di tenuta all'aria, definire un parametro quale il "ponte d'aria" (analogamente al ponte termico) per poter supportare una progettazione ben definita. Insomma, credo manchino delle specifiche per far si che questo tema trovi agio. Sono molto interessato alla materia e credo si debba fare chiarezza. Tecnically talking
The limits established by the local law are the same like what was established by the German Passive Institute. The problem emerged was: the method to complete a BDT refers to a wind simulation that is 8 times more than the local speed average of the season. So, is it really right introduce limits without try to understand how it would work in our own land, with our own geographical characteristic? Personally I think it is a point should be analyzed. More if we think we could save money planning in the best way and knowing that technicians required clear guidelines around this problem, knowing it could not motivate the planning of A+ houses and that it will get slower the spread of the highest energy efficiency in civil building. In this case the problem is to find the relation that permit, from the n50 parameter registered from the test after/during construction site, to establish the real infiltration in relation of geographical datas. Geographical data, in this case, would be the wind speed average in the area. Is required to study and document the technic used to promote efficiency in new building, in term of air thickness. Then create guidelines where explain and get clear how to plan it, recordering the single performance. Define the parameter "Air bridge", like the known "Thermal bridge" or "Cold bridge" to quantify the amount for linear meter. I think is necessary focus on this topic and get it as clear as possible.
